Land managers interested in deer breeding in Texas must complete the TPWD’s Deer Breeder Program application, which includes a pen inspection verification form and letter of endorsement from  a certified wildlife biologist who has made a site visit and meets the criteria outlined in §65.601(3)(a-b) of the Texas Administrative Code.
